Job Description:/h3:
We are hiring a Trackwork Engineer to join our team The individual in this position will provide compliance oversight support to a metrorail project team to facilitate the acceptance of the Project into the ARS. This support will be focused on verification and oversight of trackwork for compliance with Contract requirements. This role serves primarily a field oversight function but requires substantial technical / administrative work.
Develop intimate knowledge and understanding of Contractual requirements related to rail system design, materials, equipment, installation, testing, and commissioning.
Review trackwork:related submittals, including shop drawings, product submittals, test reports, test plans, and any other related documentation.
Participate in progress meetings to monitor the Contractors construction, quality control, testing, and safety certification of the facilities, equipment and systems for trackwork.
Ensure quality of rail construction and testing activities. Ensure that work is in conformance with agency standards, criteria, drawings, specifications, and approved test procedures.
Make frequent visits to site to audit and oversee trackwork construction and commissioning activities. Prepare field report of each visit and document observed work and any deficiencies identified.
Observes work operations for compliance with applicable safety regulations; is alert for unsafe practices, and where appropriate, requests their correction by the contractors representative on site.
Track all open trackwork:related construction and testing issues to closure, in coordination with project team.
Coordinate trackwork construction, testing, and interface matters with other offices within agency. Participate in track clearance inspections as needed.
Assist in the development of System Performance Demonstration (SPD) testing and verification activities. Help develop a plan and schedule for SPD execution.
Support System acceptance and project closeout.
Perform field inspections to verify completion of trackwork punchlist, deficiencies and/or warranty work. Track all open deficiencies to closure.
Review O and M manuals for rail / track components.
Investigate or assist in investigating derailments and any other incidents involving WMATA rail stock on the startup railroad.
Provide technical assistance and recommendations in administering change orders and processing claims.
Prepare reports, checklists, tracking tools, and status reports as requested or as necessary to support activities described herein.
Bachelors degree in Civil Engineering, or equivalent experience.
Strong written and verbal communication skills, excellent business and technical writing
Ten (10) years of relevant professional experience is desired in the engineering, installation, and commissioning of track in a heavy rail transit system. Maintenance experience may be considered towards this requirement.
Five (5) years of extensive, progressively more responsible experience in the management and administration of heavy rail transit systems engineering and construction programs.
Proficient in methods and techniques of conducting track inspections and quality audits.
Understanding of modern train control and signaling systems
Project management / team leadership
Quality Control / quality management
Strong knowledge of applicable worksite Safety Regulations; demonstrated commitment to safe working practices
