Job Description
November 2016 : This is NOT an IT position... The primary focus of this position is on developing and formatting acquisition specifications for future transportation security passenger, baggage, and cargo screening technologies. This involves Requirements elicitation and evolution from operational requirements to functional and technical requirements and production of testable system requirements. As Systems Engineer you will be responsible for implementing the DHS acquisition policy and framework: Acquisition Directive (AD) 102 in support of the Transportation Security Administration s Office of Security Capabilities. DOD 5000 acquisition experience is directly applicable
We need systems engineers : preferably knowledgeable of TSA systems : and all the paperwork that supports new technology insertion whether in baggage screening systems or in checkpoint applications. For example, they should also understand how to write a very detailed Broad Agency Announcement with detailed requirements. This understanding would ideally derive from actually having written a detailed BAA.
Must Have: US CITIZENSHIP, and BS in Engineering
o Extensive knowledge and facility in systems engineering, systems development methodology, project management.
o Direct extensive hands:on experience with DHS AD 102 requirements (or DoD 5000 equivalent)
o Extensive knowledge of the Acquisition Life Cycle Framework for translating mission needs and gaps into operational capabilities.
o Requirements development, verification, validation : Experience / Ability to create a requirement verification matrix
o Ability to lead the development of operational requirements and writing functional and technical requirements documents.
o 5+ years of prior experience with hands:on testable requirements development
o Direct experience working with the DHS/ TSA acquisition process
o Direct experience with the acquisition of complex Explosive Detection Systems (EDS), Advanced Technology (AT) and Advanced Imaging Technology (AIT)
o Requirements and Verification Database (DOORS)
Existing SECRET clearance is a plus.
MUST be US Citizen, clearance:eligible, and able to pass DHS stringent financial responsibility standards.

Company Description
GST is the prime contractor for the Transportation Security Administrations (TSA) Professional Engineering and Logistics Support Services (PELSS:2) contract, supporting the fields of baggage screening, passenger screening, surveillance, air cargo/intermodal security and technology integration. Under the PELLS:2 contract, we interface with Government and international entities, equipment manufacturers, airports, and personnel from all modes of transportation. We provide liaison to the R and D community, report on emergent technologies, perform tradeoff studies, develop system architectures, and produce standards, specifications and requirements.
GST also supports the Department of Homeland Securitys (DHS) Transportation Security Laboratory (TSL) at the W.J. Hughes Technical Center, Atlanta City, NJ. Technical support ranges from lab management to research and development (R and D) on the detectable properties of the explosive materials, new technology for explosive detection in passenger and cargo screening, testing and certification explosive detection equipment.
The companys core capabilities include systems engineering, R and D, Test and Evaluation (T and E), Human Factors (HF) engineering, Configuration Management (CM), and Integrated Logistic Support (ILS).
