Job Description:/h3:
This position will be responsible for building an ATCS presence in the Richmond area (to include central and southern Virginia) by marketing company resources to local, state and federal agencies, including VDOT and local cities and counties. The Office Manager will focus on increasing the visibility of the firm, securing work with clients and teaming partners, and ensuring quality products are delivered to our clients on time and under budget. The position will include identifying and securing new work, conducting the work as well as managing and mentoring others producing work efforts and products. The Office Manager will be responsible for marketing projects with multiple and differing disciplines. This position will concentrate on building and coordinating work efforts within the central and southern Virginia area; however, will also assist in efforts for other offices within the overall company footprint. The Office Manager will report to the South Regional Manager. The South Region currently consists of the Blacksburg, Richmond, Newport News and Raleigh offices.

Lead the Development and Operations of the Richmond Office
o Lead day:to:day business operations of the Richmond office location
o Provide leadership, oversight, technical mentoring and guidance to staff within the Richmond office and other future offices in Virginia
o Assist and coordinate with other Office Managers and corporate Discipline Leaders as needed,
o Grow the business and add new service areas and clients
o Recruit multi:disciplined staff and team to meet project obligations and provide viable technical teams to market, win, and execute projects
o Coordinate with technical staff to ensure work is completed properly and on schedule
Create and Lead the Engineering Discipline in Central Virginia
o Create and build a vision plan for the engineering discipline in the Central Virginia/Richmond area, including staffing, marketing targets, and billability goals for the short term and long term, in collaboration with the ATCS corporate discipline leads, other Office Managers and company leadership
o Lead, manage, conduct/prepare, assist and train others in all aspects of the engineering discipline, including, but not limited to:
o Project management, including proposals and scope of work preparation, budgeting, invoicing, scheduling, etc.
o Preparation and development of engineering design plans
o Coordination of projects between disciplines
o QA/QC review of design plans
o Compliance with design standards and guidelines
o Development of design and review standards for application in project process

Project and Program Management
o Coordinate with clients and agencies regarding project data, needs and status, as necessary
o Prepare and negotiate scopes of work and cost estimates
o Prepare project schedules and budgets
o Keep all projects within schedule and budget
o Work closely with and assist in coordinating needs of existing staff in other offices
o Utilize staff effectively and efficiently
o Develop and monitor workload, staffing and budget projections

Marketing and Business Development
o Lead the development of a regional marketing strategy; develop business and strategic plans as needed
A Bachelors degree in engineering or related discipline is required, 15+ years of experience of proven project/staff management skills, problem solving abilities and a successful marketing/business development track record
Ability to obtain applicable training and certifications to perform specialty services as described
