Responsibilities 13;
Aerospaces NOAA Programs Directorate supports NOAAs National Environmental Satellite, Data and Information Service (NESDIS) by providing advanced planning and systems engineering and acquisition activities, including defining user requirements and developing conceptual engineering design of future satellite systems.

We are seeking a Sr. Project Leader to provide unbiased, broad:based professional, conflict:free and critical assessments to provide advanced planning and systems engineering and acquisition activities. Reporting to Aerospaces building SSMC1 in Silver Spring, MD, the qualified candidate is expected to have the ability to independently perform the following functions:
:Provide Systems Engineering support to the assigned satellite project (mission, spacecraft, instrument suite, and ground)
:Support the development of mission, spacecraft, observatory and systems engineering requirements and assist in the generation and evaluation of documentation
:Support the planning, organizing, scheduling, managing and directing of efforts from procurement , development, fabrication and assembly, integration and test, launch, and on:orbit activation of the spacecraft I observatory(s)
:Support the definition of spacecraft I observatory I subsystems specifications, trade studies, integration and test planning, and operations planning for the future OPPA Mission(s)
:Support requirements definition, flow down, validation and verification
:Prepare interface control documents and verifying proper implementation for instruments, space and ground segments
:Monitor and control external interface documentation and requirements
:Participate in instrument , subsystem , space and ground segment design reviews I meetings and working groups, foreign and domestic
:Review project documentation and submit comments and recommendations
:Prepare and present technical information for technical meetings I reviews I briefings Analyze configuration, design, and procedural changes submitted to change control boards
:Identify risk elements, develop and execute mitigation steps; participate in the Satellite/Instrument risk board
:Prepare and or review hardware and software build and integration plans, procedure s, and wit ness execution
:Prepare and or review detailed functional and environmental test plans and procedures for instrument , space and ground segments and witness test execution
:Analyze test data and provide assessment
:Provide comment on contractor cost, schedule and technical performance
:Provide support to the development , test and implementation of the project ground segment, mission operations center, com1mmication networks, science data processing and storage
:Analyze spacecraft I observatory telemetry to ensure total system compatibility Participate in Test I Failure Review Boards
:Support the preparation for shipment of the Observatory and GSE to the launch site
:Support the launch site checkout, integration and test of flight and ground systems, including adequacy of the launch site facility
:Attend and participate in program status meetings, telephone conferences, peer reviews, and major project reviews for spacecraft, instruments, launch vehicle, mission operat
