The Global Supply Chain Health Business Unit Manager leads a team of subcontracts and procurement professionals in providing supply chain support for program proposal and execution requirements for the Health business unit within the Northrop Grumman Technology Services (NGTS) Sector at the System Modernization and Services Division.
Major end customers include the Centers for Medicare and Medicaid Services, Centers for Disease Control and Prevention, the Social Security Administration and various State Governments. This position reports directly to the Systems Modernization Services (SMS) Global Supply Chain Division Director and matrixes to the Health Business Unit Vice President and Operating Unit directors.
Major responsibilities include:
Support of the business unit’s financial, growth and operational objectives
Liaison with Strategy, Business Development, Operations, Contracts, Business Management, Engineering, Legal, Mission Assurance and other stakeholders to ensure compliance with Sector policies and procedures.
The Health Business Unit Manager of Global Supply Chain engages in:
The resolution of complex supply chain issues
The formulation of negotiation strategies
The development of non-standard terms and conditions, risk reviews and NARs, and proposal color team reviews.
The position requires hands-on experience leading supply chain management processes from source selection through contract closeout or other similar function.
The preferred candidate will provide supply chain functional oversight for the Health business unit including proposal support, guiding construction, successful execution, and management of a mixed portfolio of subcontracts and procurements.
Overarching goals include:
Enhance profitable growth with optimal supply chain solutions, develop Supply Chain as a strategic discriminator, and maintain top tier supplier performance.
Create affordable solutions through early engagement in the BAP process.
Foster strong supply chain linkages to customer objectives & contract terms, utilize Subcontract Management Teams (SMT), Supplier Assessment Management System (SAMS), and Intranet Program Review System (IPRS) to manage performance and mitigate risks with focus on small businesses and financial health.
Ensure compliance with corporate, sector and division policies and procedures across a mixed portfolio of subcontracts and purchase orders.
Related responsibilities include but are not limited to:
Foster employee growth, development and engagement.
Execute cost-effective supplier agreements in a timely manner to support organic growth and new business.
Provide guidance on teaming strategies and development of supplier RFP and RFQ packages.
Assist in the formulation of supply chain negotiation strategies for proposal and execution phases.
Implement tools and process changes to improve supply chain efficiencies.
