Job Description:/h3:
This position is in Richmond. As an Environmental Specialist, one can be involved in a broad range of environmental analysis and documentation efforts for our projects, assessing impacts to wetlands, streams, threatened and endangered species, cultural resources, air quality and noise, and hazardous materials. Job tasks can include initial project procurement and scoping, field investigations, environmental data collection and analysis, agency and client coordination, document preparation in accordance with applicable laws and regulations, permitting and mitigation activities and monitoring of construction activities. This position will assist the team in these environmental efforts as well as supplement the teams marketing and business development efforts throughout the Mid:Atlantic region by representing ATCS as we implement our strategic plan for growth.

Specific activities that will likely be performed in this position include:

Conduct state/federal agency database searches and other internet resource reviews to identify environmental resources (to include natural, human and economic resources) potentially affected by transportation projects

Prepare summary reports documenting database search results and potential impacts, as necessary; prepare letters and correspondence with resource agencies regarding confirmation of potential impacts

Lead and/or assist others in field data collection for wetlands, streams, threatened and endangered species, noise, cultural resources, and/or traffic analyses, as necessary

Conduct field reconnaissance for potential projects during the proposal stage

Lead and/or assist in the writing, editing, and compilation of environmental documents, technical reports, proposals and presentations

Assist in the preparation and submission of applications for required environmental permits including JPAs, VSMPs, and County erosion and sediment control permits

Coordinate with clients regarding project data, needs, and status, as necessary

Learn to prepare cost estimates and scopes of work for proposals and task orders under existing and future contracts; manage and work according to budgets estimated for projects

Coordinate with Project Managers, Engineers, Environmental Specialists and Planners on project activities in Richmond and other offices within the Company
Bachelors degree in environmental, natural, physical sciences and/or engineering required; knowledge of environmental regulatory protection process and previous experience with VDOT or other transportation agencies, and/or construction projects is a plus;

Ability to obtain applicable training and certifications to perform specialty services, as described

Knowledge and capabilities to conduct environmental resource database searches

Working knowledge of State DOT and federal transportation policies and procedures is a plus.

Familiarity with NEPA and permitting processes in VA, DC and/or MD is a plus.

Proficient in Microsoft Office products
