Sr. IT Data and Budget Management Analyst (Job Number:433003)
SAIC is seeking a Sr. IT Data and Budget Management Analyst in Rockville, MD to support NIMH.
This role will provide support to the NIMH CIO and the Information Resources and Technology Management Branch (IRTMB) by providing responses to the various IT data calls that are issued throughout the year by NIH, HHS, OMB, and similar government entities. Interpreting the requests, determining the data needed to construct a response, sourcing and collecting the necessary data, and crafting an appropriate response to the data calls in coordination with the NIMH CIO. The data call contents are often financial in nature, as well as technology focused. On average, NIMH responds to approximately data calls per year. Assist the CIO with the development, management, and reporting of IRTMB budget operations. This includes monitoring budget activities for the branch, monitoring acquisitions and expenditures, reporting budget status, and providing budget projections for future budget years. Also included in this position will be to align IRTMB budget planning to the Technology Business Management (TBM) model in anticipation of future reporting requirements to OMB.
Job duties:
: Receive IT data calls on behalf of IRTMB and develop plan for responding
: Research and source data needed to respond to data calls
: In cooperation with NIMH CIO, construct response to data calls and respond within required deadlines
: Manage repository to store for reference all data calls, including supporting artifacts
: Research regulations and stay current on all requirements related to data calls
: Manage IRTMB budget and planning process
: Monitor budget activities as it relates to expenses and procurements
: Develop and maintain budget projects for IRTMB up to five years in the future
: Provide framework for reporting IRTMB budget activities within the Technology Business Management model
: Support data analysis activities in the branch by working with software development team and other personnel to develop reporting and analytics to support NIMH applications and databases that are financial in nature. This includes grant related applications and databases as well as administrative support activities for the Institute.
Required Education and Experience
: Bachelor's Degree and 6 years of experience or 10 years of experience without the degree.
: US citizen with the ability to obtain a Public Trust clearance.
: Detailed finance and budget background
: Excellent Excel spreadsheet skills
: Experience with Structured Query Language (SQL) to develop database queries
: Familiarity with the concepts around data Extract, Transformation, and Load (ETL)
: Experience using budgeting tools, such as CostPerform or similar tool
: Experience with reporting and analysis tools, such as Tableau or similar tool
: Solid analytical and organization skills
: Ability to break down complex requests and requirements
: Ability to know and understand all the systems and databases IRTMB uses to support out budgeting operations, grants management, and administrative functionality
: Strong communication and writing skills
