Budget Staff Officer (Job Number:428940)
Description:
SAIC is seeking a budget staff officer. The Business Support Office (BSO) supports the DNI: CHCO Business Office Chief and Chief of Staff in day:to:day business, resource, and administrative support. The Business Staff : Support Officer should have comprehensive Intelligence Community (IC) knowledge and be highly skilled in the functional areas that support integration activities. The BSO supports the integration of plans, resources, and activities from multiple disciplines to execute administrative and operational support functions. The BSO is responsible for anticipating and resolving systemic business operation issues and problems and for developing and maintaining tracking systems for financial expenditures, internal and external action items and tasking, accountable property, and employee accounts and accesses
Key duties/responsibilities include, but are not limited to:
: Update spend plan daily based on Transactional Status Report (TSR) and Budget Line Item (BLI) Summary: add anything obligated the previous day, and add date obligated and DR (if a transfer) Update committed status report monthly based on information from the spend plan
: Respond to data call and obtain upcoming spending requirements from office chiefs
: Create new fiscal year spend plans
: Provide daily updates to trend reports, including Obligation Expensed and Obligation Expensed Percentage (OE/OE), export, and save as PDF file
: Maintain, update, and submit annual Congressional Budget Justification Book (CBJC) to Congress Maintain and update ICC:B matrix, floor plans, etc.
: Maintain and update spreadsheet containing projected travel costs for current year, office chiefs will provide at the beginning of the year, follow up quarterly and obtain new items
: Track actual travel costs
: Analyze and compare costs against initial projection
: Attend to Chief Financial Executive (CFE) taskers, including Un:liquidated Obligations (ULOs), Undelivered Order (UDO) sample selections, appropriation courses, mid:year Unfunded Requirement (UFR) requests, and yearly performance reviews
: Maintain shared drive and create spreadsheet to track missing items
: Collaborate and coordinate other government agency (OGAs) and standardize file naming system
: Record and update Current Year Spend plan with daily expenditures bases on internal report generated. Manage funding and document new requirements
: Complete Spend Plan for upcoming Fiscal Year
: Create upcoming FY spend plan for office chief input
: Record and update current travel and training worksheet for CHCO's travel and training expenditures, including budget vs. actual review
: Create and distribute meeting agendas and meeting notes
: Maintain current staff rosters, ensuring appropriate assigned accesses and accounts
: Prepare workforce announcements and communication flyers for information changes, new guidance, and related office communications
Qualifications:
CLEARANCE REQUIREMENT:
: Clearance Level Must Possess: TS/SCI with Poly
: Clearance Level Must be able to Obtain: TS/SCI with Poly
Desired Qualifications:
: Bachelor's Degree (B.S. or B.A.)
: HS diploma with customer exception with 6:years professional work
: 3: year IC experience

: Strong oral and written communication skills sufficient for responses and briefings on substantive topics and issues for a wide range of technical and non:technical customers
