## Job Description
The Virginia Department of Education (DOE) is seeking a qualified and experienced individual to ensure financial integrity and fiscal accountability of all federal and state funds used in the operation of the state and local School Nutrition Programs, and for ensuring compliance with all applicable regulations; develop, implement and maintain internal controls of all school nutrition federal and state funds; perform work of varied and considerable difficulty requiring advance data collection, analysis, forecasting, tracking and analyzing budgets, financial systems, data, revenues and expenditures; prepare, analyze and submit complex budgetary and financial reports monthly, quarterly, and annually in accordance with applicable federal and state regulations; serve as the subject matter expert in all School Nutrition financial management; and participate in research and special projects; interact frequently with internal and external senior officials, professionals, and the public requiring a high level of communication skills to analyze and resolve issues; develop, interpret, and/or evaluate compliance with policies and procedures; and follow the DOE Code of Ethics, and adhere to a strong internal control environment.
## Minimum Qualifications
Considerable knowledge of fiscal and accounting functions and operations for government entities.
Considerable knowledge of automated financial systems such as Oracle Financials payables, and the Commonwealth Accounting and Reporting System (Cardinal).
Considerable knowledge of the Appropriations Act and the Commonwealth Accounting Policies and Procedures (CAPP) Manual.
Working knowledge of the USDA School Nutrition Programs (National School Lunch Program, the School Breakfast Programs, After School Snack Program, etc.) grants programs.
Must be proficient with the use of MS Excel and MS Access/Toad or other SQL tool.
Demonstrate the ability to interpret, analyze and explain complex federal laws and regulations.
Demonstrate the ability to prepare and/or review financial reports required by state and federal entities and explain comprehensive evaluations of financial trends.
Demonstrate the ability to provide leadership and technical assistance related to financial management of School Nutrition Programs.
Demonstrate the ability to define problems and apply problem-solving techniques to complex issues.
Demonstrate the ability to communicate effectively and present complex information to both professional and lay persons verbally and in writing.
Demonstrate the ability to effectively manage multiple assignments simultaneously and meet critical deadlines.
Demonstrate the ability to exercise considerable discretion and judgment in making recommendations related to the allocation of funds, payment rates, and expenditures or investments.
Demonstrate the ability to work independently as well as with other team members.
## Preferred Qualifications
Degree in accounting or related field or an equivalent combination of education and experience.
Recent experience in governmental regulatory environment interacting with local governments and/or the public.
Experience in federal grant reporting.
Experience using and reporting from relational databases.
## Special Requirements
Successful candidate must pass a criminal background check.
